EPA Hanbook on creating a Capacity Development Strategy
Handbook for Capacity Development: Developing Water System Capacity Under the Safe Drinking Water Act as Amended in 1996. -55- Creating effective strategies to assess and enhance existing system capacity offers States a historic opportunity to develop a regulatory blueprint for the future. In this section, we discuss the tools and resources States can use to address the five elements of §1420(c)(2)(A-E). A strong emphasis is placed on creativity, innovation, and the expansion of temporal and spatial frames of reference. Conventional Thinking, Expected Solutions Section 7 Preparing Capacity Development Strategies The capacity development provisions of the 1996 SDWA Amendments provide the flexibility and opportunity to address the unique needs and circumstances facing PWSs in different States. While the problems facing small systems may appear daunting, capacity development represents a historic opportunity for States to create a blueprint for the future. In the following discussion we assess available resources and programs with an eye towards creating comprehensive strategies that will enable small systems to achieve and maintain compliance with drinking water regulations. But where should States begin as they start crafting workable, feasible strategies for small systems?

The Drinking Water Advisory group meeting was called to order at 1:39 PM on April 17, 2007. The meeting was held at 1024 Capital Center Drive in the Governor’s Office of Local Development’s conference room A and B. In attendance was Natalie Jensen (DEP), Donna Marlin (DOW), Leslie Harp (DOW), Tom Doyle (Ky League of Cities), Greg Heitzman (Louisville Water Company), John Tapp (KIA), Roger Recktenwald (KACO), Kay Sanborn (AWWA), Jim Allen (Ky Water and Wastewater Operators), Andrew Ernest (WKU- Center for Water Resources), Kim Padgett (Rural Community Assistance Program), Mike Nickell (Municipal Water and Wastewater Association of Kentucky), Gary Larimore (Kentucky Rural Water Association), Gerald Wuetcher (PSC), Jack Couch (KY ADDs), Andy Lange (KRWA), and Vernon Azevedo (Winchester Municipal Utilities).
The steering committee members were reviewed and all sixteen members agreed to be on the steering committee. The Capacity Development subgroup members were decided if they want to serve on that subgroup and were asked which topic interested the member. The topics were Technical Capacity, Managerial Capacity, Financial Capacity, Regionalization, and Administrative Regulations.
