Objective and Scope

The objective of this MOA is to establish an expanded working collaboration between the Centers, and to provide a mechanism for obtaining federal grants and/or contracts, and providing for the most effective use of limited resources in advancing the development and delivery of research, training products, and workshops for small water systems on a regional and national basis.

 This MOA also provides for the sharing of information, training products, and training of personnel in the areas identified in each Center's workplan.

 There are five basic areas of collaboration under this MOA:

  1. Applied research, development and demonstration of water treatment technologies applicable to small water systems;
  2. Production of training materials and equipment;
  3. Development and delivery of training via web-based medium regionally and nationally;
  4. Sharing of the development and delivery of workshops for local and regional venues; and
  5. Providing a common marketing strategy for the dissemination of TACnet information, and delivery of products and services.

 When appropriate, specific work plans will be prepared in accordance with Section IV below to provide for the authorization and transfer of funds between Centers. This MOA does not limit the use of other resources by the Centers, or by other organizations required to accomplish their respective missions, nor does it modify or limit any existing roles or responsibilities.

Purpose

This Memorandum of Agreement (MOA) establishes a strategic alliance between the Small Water System Technical Assistance Centers (Centers), known collectively as the TACnet, for the purpose pursuing the common goal of protecting public health, improving water system sustainability, and enhancing regulatory compliance by applying university resources to address the needs of rural and small public water systems or public water systems that serve Indian Tribes, in the following areas:

 
  • Pilot and Field Testing of Innovative Technologies
  • Operator Training and Technical Assistance
  • Utility Management Training and Assistance
