The largest ultraviolet (UV) drinking water disinfection system in the southern hemisphere has shown great promise, protecting the drinking water supply of nearly half a million South Australians.

Commissioned in December 2021, the Xylem-manufactured system was upgraded at SA Water’s Happy Valley water treatment plant as part of a $26 million upgrade to ensure continued compliance of the utility to Australia’s global drinking water standards, while allowing the community access to open green spaces

Four reactors, with 624 UV lamps combined, allow the system to instantly treat up to 600ml of water per day – designed with additional treatment capacity to maintain network flexibility and support changes in demand.

Senior Director of SA Water, Capital Delivery, Peter Seltsikas, said secondary disinfection with ultraviolet light provides an additional layer of water quality protection against potentially harmful pathogens.

“Our new UV disinfection system in Happy Valley is another line of defense protecting the quality and safety of our largest drinking water supply in metropolitan Adelaide, while enabling kayaking and fishing in the adjacent reservoir” , Mr. Seltsikas said.

“Pathogens come in a variety of forms and can be found naturally in water sources. The watershed that feeds Happy Valley Reservoir, via Mount Bold Reservoir, is large and covers the Mount Lofty Ranges.

“From a water quality perspective, this particular watershed is challenging given the presence of agriculture, so there is an ever-present risk of pathogens, such as cryptosporidium, entering our reservoirs. ”

To manage this risk, the Happy Valley Wastewater Treatment Plant uses a series of conventional treatment processes including coagulation, flocculation and filtration to trap and remove dissolved organics or other solid particles.

“Chlorine water disinfection occurs after filtration, to destroy any microorganisms that may not have been captured, but cryptosporidium can be chlorine resistant and evade treatment,” Ms. Seltsikas.

“When pathogens like cryptosporidium and giardia are exposed to high-powered ultraviolet light and absorb it, it destroys their structures and inactivates the cellular function of microorganisms.”

Each of the plant’s reactors contains 13 rows of 12 UV lamps, which turn on or off automatically depending on the instantaneous treated flow and incoming water quality.

Mr. Seltsikas said that these lights are powered by state-of-the-art, energy-efficient technology.

“The lamps are powered by the latest electronic ballast technology – regulating lamp power from 50 to 100% – and exploit a sophisticated UV intensity sensor which significantly reduces energy consumption,” Seltsikas said.

“These two features make it one of the most energy efficient UV systems, and when combined with our solar panel in Happy Valley, capable of producing over 17,000 megawatt hours of energy per year to help power the ‘larger plant, ensures that we meet the energy needs of the system and its sustainable operation.

Over 200 people worked on the project through SA Water and its construction partner, joint venture John Holland Guidera O’Connor, with 60 full-time staff working on the site at the peak of construction.

Mr Seltsikas said the team’s agility and innovation were at the forefront amid global shipping delays last year.

“While the impact of the Suez Canal incident last year caused global supply chain delays, including with our UV system en route inside a shipping container, we initiated rapid changes in our project design and condensed the construction schedule to maintain our delivery schedule,” Seltsikas said.

“Our team reviewed the design of the inlet conduit, which required cutting a new weir into the existing wall, and the initial design included the manual demolition of concrete and a significant amount of structural steelwork.

“Harnessing creative thinking, we used a robotic saw to remove concrete more efficiently and cast a large concrete beam, eliminating the need to install steel to structurally support the new spillway.

“It was imperative that we stay on schedule despite the delay in receiving the infrastructure, and these design variations removed six weeks of work from the schedule to ensure we could complete the project on time and on budget.”

Investigators also explained that “existing research primarily adopts constant flow for testing respirators, which neither reflects the respiratory flow pattern nor simulates warm, humid exhaled air…Given [these] research gaps, this study quantitatively explored changes in the filtration efficiency of N95 respirators over multiple “8-hour simulated donning + disinfection” cycles.

Investigators expected search results from 3 N95 filtering respirators to provide a benchmark for duration and frequency of reuse of multi-cycle disinfected respirators.

Multiple cycles of dry heat and UV radiation treatments on reused N95 respirators (i.e., multiple donning for 8 hours) have minimal effect, greater than 0.5%, on filtration efficiency of the respirator. All N95 respirators tested are capable of maintaining filtration efficiencies equal to or greater than 95% for at least 30 hours or 4 “8 hour donning + disinfection” reuse cycles, even at 85 L/min. In addition, lower breathing flow (15 L/min) plus exhalation valve can further extend the operating time of the N95 respirator up to 140 hours or 18 reuse cycles of “8 hours donning + disinfection” . As the respirator is worn longer, aerosol penetration slowly increases according to a quadratic function with a negative second-order coefficient, and the increment of penetration during each 8-hour donning cycle is less at 0.9%. Therefore, reusing the N95 respirator with multiple cycles and dry heating or disinfection by UV irradiation is realistic.

“However, since most current respirators use electret filters as filtration materials, disinfection treatments in the form of aqueous solutions or vapor, such as soap or hot water immersion, spraying alcohol and high pressure steam, will neutralize the static charge on the filters, resulting in a significant decrease in the filtration efficiency of the respirators,” the investigators wrote. “Dry heating, UV radiation, and hydrogen peroxide vaporized hydrogen are disinfection methods that have been shown to be effective in inactivating microorganisms without compromising the filtration efficiency of the respirator.”

Of these options, vaporized hydrogen peroxide, which requires specialized equipment, is too difficult compared to microwave ovens for dry heating and ultraviolet lamps for UV radiation.

While the likelihood of COVID-19 infection isn’t exactly clear, studies have shown school buses have more than 20 times the acceptable risk rate. For most spaces, the risk of infection can be reduced to less than 0.1% using the discussed peer-reviewed solutions.

Typically, HVAC systems in buildings are often equipped with UVGI systems to clean the coils, sanitize the air, and provide energy savings using ASHRAE’s Indoor Air Quality (IAQ) principles. These principles can be applied to school buses and subway buses because the internal HVAC system is constructed similar to a building.

As shown in the “Innovations Programs Deserving Exploratory Analysis (IDEA) – Ultraviolet Germicidal Irradiation for Transit Buses” study, energy savings and IAQ improvements can be achieved with the installation of UVGI. Here are the main points of this study.

The IDEA – Ultraviolet Germicidal Irradiation for Transit Buses programs had two main objectives:

  1. Apply UVGI systems to Carrier and Thermo King (Trane) HVAC systems to determine the effectiveness of improving indoor air quality by eliminating pathogens
  2. Recognize and quantify cost savings associated with energy reduction of clean cooling coils and reduced maintenance of bus HVAC systems through UVGI

The application results of this study were similar to the IAQ results of your general building’s HVAC system. More specifically, testing show 99% reduction in common viruses and 95-99% reduction in mold, fungus and bacteria on buses.

By eliminating these harmful pathogens from buses, one can see less driver absenteeism, improved productivity, less overtime, fewer complaints from student passengers, and other IAQ benefits. While not only creating IAQ benefits, disinfection of HVAC coils will create energy savings that typically provide a payback in approximately 18 months, thus paying for itself in a short period of time.

Predictable maintenance savings occur in several ways:

  • Evaporator maintenance savings
  • Reduced cleaning chemicals and disposal costs
  • Fewer air filter and component replacements
  • Less out-of-service costs

The Houston Metropolitan Transit Authority calculated savings from reduced maintenance and estimated cost savings for 100 buses. In today’s dollars, this value would be approximately $180,000 or $1,800/bus.

For buses that operate in “no reheat mode”, there is also a fuel economy. Based on 100 buses, 300 days of operation, and diesel fuel at $5.50 per gallon (average price in June 2022), the estimated total annual savings would be $66,000 or $660 per year per bus. IAQ improvements in buses can create lasting and substantial cost savings for your fleet.
